Paramount made the initial decision to move up the release date of Retaliation to cover Abrams not being able to get the new Trek film out for the summer. Now the last minute pull out is them too. Film studios have more flexibility to move dates than Hasbro does to move product lines. Sure the press release hits us via Hasbro since many of us have G.I. Joe club memberships. Keep in mind Hasbro has nothing to gain by moving G.I. Joe back. They miss Christmas 2012, and may have to sit on tons of product for the better part of the year, while not having anything ready to take the place of the Retaliation product. IDW and the retailers will not be happy about this either.
No this is all on Paramount.
I'd like to know where you are getting that from, everything I am reading indicats it was a joint desion, Hasbro is the only ones to have released anything offical in responce to people's complaints as well, Paramout is noticably silent since the anouncement. There is nothing saying this is "all on paramount."

Battleship became a running joke before it even hit theaters, so it's not a shock that it got beaten by a flick with an audience that's been built up by five other successful movies. I looked at the
movie release schedule and Joe's pre-debut competition was Abraham Lincoln: Vampire Hunter and Pixar's Brave. Brave will make a ton of money, but they've known this for a while. They didn't have anything as epic as the Avengers happening right before it. I don't think they were afraid of another Battleship-grade curb stomping, but Paramount just want to make that extra 3-D ticket money scratch to pad the box office.
There is Amazing Spider-Man in that mix and DKR just after, ASM is a question mark but has much more visiblity than Joe (clearly), and could overshadow Joe easily (but that has been known for a long while as well). DKR is going to squash everything like avengers did (again known for a while).
There are some indicators that claim this is not the case, no recall at all, a buddy of mine at WM says he's heard nothing (but they are sticking to the 28th release date as well).
