Someone sent me a mystery package

This seemed to be a logical place to start...someone in sent me a Sigma Shockwave figure without a note or name. It's loose with no gear and the return address is a Pac N Mail in Carlsbad NM. I'm stumped as to who or why...any help?

sorry i forgot to get back to you remember a few months ago when i said i wanted you to paint my shockwave in to a different guy
well I sent it out and like a day later my comp died on me i got it fixed and well i forgot about messaging you
