Not officially, though he has often been tied to Destro throughout the years. His original filecard said he worked for him, so he has been linked to Destro since then, and many folks hypothosize that he's more on Destro's side than COBRA's.

So far all the Joes are still in sigma suits, though the coloring may not make obscure that fact.

They already have. Soldier Wave 2 was just XBow Stormy and the Sky BAT, and Commando Wave 5 had Zartan, Cobra Commander and Storm Shadow.

Yeah sorry Scrap Iron was weapons designer/tester for Destros MARS company. Im realy not sure if it was ever said that he had anything to do with Destros army though.
