Okay, he's not GI Joe at all, but he's Palitoy's Action Man. The Eagle Eye gimmick is one of my favorite things that came out of the '70s along with Kung Fu Grip, which this AM also has.

Here he is (wearing some vintage GI Joe clothing and sporting an AT rifle) hunting wabbits... or something:
